When your organization receives a complaint of discrimination, harassment, or hostile work environment from an employee - it can be difficult to figure out what to do next.  The law requires a timely and fair investigation, and there are some circumstances when an organization might want to have an outsider do this work:

* When there is no one internally who has experience in such investigations.

* When there is a desire for a more objective or un-biased look at what happened.

* When the person who normally conducts these investigations is unavailable, on leave, or too busy to do the investigation personally.
